Second Fleet, Knowledge Web

Provided technical support, system integration, operational engineering expertise, and technical writing/editing expertise in the development of a Knowledge Management Plan and associated active Knowledge Website for JTFEX 04-2 and associated Collaboration at Sea / Knowledge Web frame work to be employed by the CFMCC and assigned unites. Additionally, prepared and conducted brief to introduce layout of web site and procedures for populating site with operational content for key players on C2F staff, CFMCC staff and participating units.

CVN21 Network Design IWS System Engineering

KCG was tasked to support CDSA Dam Neck CVN 21 program with Network Design analysis and IWS System Engineering support within the CVN 21 team. KCG provided technical expertise and resources to review existing designs and made recommendations as to probable enhancements in the networks and combat/warfare systems on-board carriers. KCG support included Subject Matter Expertise with recent experience in the areas of aircraft carrier IT and Command & Control within warfare system spaces. Using the DoD Architectural Framework (DoDAF) and Open Architecture Functional Architecture (OAFA) as guidance, KCG supported the iterative development of the Operational, System, and Technical architectural product views for the CVN21 systems.

Expeditionary Strike Group Operational Situational Awareness

KCG provided and leveraged technical and operational engineering expertise to Anzus in the expansion of the Rosetta Stone optical correlator capability into new operational venues through the co-evolution of doctrine, organization and technology. The team assisted in the integration of Rosetta Stone into both the Expeditionary Task Group and Carrier Strike Group info-structures as an information integrator to include development of CONOPS, obtaining access to key decision makers at Type and System Commanders, DoD and Service decision maker staffs, and Regional Warfighter Commander levels. KCG provided Technical and Operational input for briefing development and CAD drawings for system installations. Support included technology rapid prototyping and fielding process of the Rosetta-Stone capability. The KCG team’s previous experience with the Rosetta technology, through understanding of optical correlators, expertise in Joint Command and Control applications, Communications and Computers interoperability knowledge base, and associated military applications was paramount to the success of this contract. Unique support and consulting services were provided to leverage and synchronize the initial efforts of a variety of organizations and agencies in the development, validation, and operational application of the TADIL gateway technology; including: OSD System Engineer Staff, Single Integrated Air Picture System Engineer, NETWARCOM, NAVSEA, and SPAWAR assets, Army C4I CMDs, USAF ESC & C4I CMDs, JITC, Service Battle Labs, FFRDCs, and Forward Operational Organizations, and others as directed.

KCG’s unique and innovative research and development and operational system integration services were required to leverage and synchronize multiple efforts to include but not limited to:

Support Development of Concept of Operations for the implementation of the Rosetta-Stone technology for Common Operational Picture and Joint Fires applications.

Liaison with Services, DoD Staff, and Forward Operational Staffs as directed to facilitate opportunities to demonstrate and implement Rosetta Gateway technology.

Support the development of “White Papers”, Architectures, training materials, System and Operational Views that can incorporate the Rosetta-Stone technology to assist in the evolution of concepts to capabilities through a network centric MOE and MOP assessment process.

PMW-150 and OPNAV 096 METOC Transformational Support

KCG supported PMW-150 and OPNAV 096 in the Tidewater Virginia geographic region at various Navy, Joint, Army, Air Force, and Government facilities by attending meetings and conferences to obtain information on leading edge transformational programs that will have an impact on Navy METOC related programs dealing with sensors, environmental data, and platform hosts for METOC related sensors that can offer value to Navy and Joint mission capabilities to support ForceNet and Sea Power 21 objectives and goals. KCG coordinated emergent UAV and ISR related opportunities from participation in key Joint and Navy exercises and events that directly supported critical mission capability packages.

Finally, KCG supported the development and coordinated the efforts of NRL Monterey, Neptune Sciences, Inc for the integration of SPAWAR UAV METOC feedback into the JTFEX 04-2 Exercise in June 04.
