Using maps to show the geographic origins of disease is nothing new in public health. As far back as 1854, British physician John Snow drew maps to help him analyze a spike in cholera deaths in London. Snow determined that all cases seemed clustered around a particular public water pump. He convinced local authorities to disable the pump, which was found to be contaminated, and thus helped end the outbreak.

Today, public health practitioners continue to apply the same scientific principles as John Snow by using maps to address the spread of infectious disease. However, technology enables them to perform much more sophisticated analyses. Second Fleet - The Concept of Operations (CONOPS) for the Navy’s Maritime Headquarters with Maritime Operations Center (MHQ with MOC) was signed by the Commander, US Fleet Forces Command (USFFC).  This marks the culmination of a year-long effort by the KCG team to formulate and coordinate this ground-breaking publication, and we were there at the point of the spear.  KCG members traveled from San Diego to Bahrain to synchronize doctrine between all the component and numbered fleet commanders and principal headquarters.

KCG is on the point for 2nd Fleet’s effort to coordinate the further development of Joint Publication 3-32 (Command and Control of Joint Maritime Operations).  This work will ensure that doctrine relating to joint maritime operations will be compliant across all functional areas relating to that warfare arena.

CEDS - KCG is again working with the General Dynamics Corporation-Advanced Information Systems (GD-AIS) to provide our unique expertise to meet DoD requirements.  We are helping them develop the architecture framework, using DODAF,  for the Navy’s Common Enterprise Display System (CEDS).  The Navy will use CEDS for surface combatants, submarines and aircraft.  It is designed to operate in an Open Architecture Computing Environment (OACE) where it can effectively communicate with any operating system or program.

FHI - We had an extremely successful trip to three countries in Africa to perform a proof-of-process for Family Health International, supporting their HIV/AIDS programs there.  We went there to demonstrate the usefulness of Geographic Information System (GIS) and how it will benefit their efforts battling the AIDS pandemic on the continent and around the world.

bulletKCG continues to be an integral member of the team developing the Maritime Headquarters with Maritime Operations Center (MHQ with MOC) concept development (CONOP) at Second Fleet. This effort has been completed and is being routed for signature by Commander Fleet Forces Command and then the Vice Chief of Naval Operations. The document represented a significant effort on behalf of the KCG team with Tim Sorber, Paul Danks, Mike Episcopo, Matt Streeter, John Mitchell and Kevin Merritt, all contributing to the final version. Bravo Zulu to all for their efforts rapidly incorporating significant fleet feedback to meet the aggressive deadlines.

KCG wins a bid with Family Health International (FHI) to support efforts to help combat the spread of the Acquired Immune Deficiency (AIDS) virus in Africa. KCG’s team of expert system engineers, analysts and program managers will utilize the application of Global Information Systems capability to assist FHI with its critical efforts for strategic planning and operational resource allocation. The KCG team will indoctrinate and assist field FHI specialists in an upcoming effort to utilize GIS capability for data product production, display and analysis services to help track and identify AIDS trends in the field. Commander Second Fleet Maritime Headquarters with Maritime Operating Center (MHQ w/ MOC) Project Maintains Headway

KCG’s  team of operators and systems engineers remain fully engaged with this critical effort to support Commander Second Fleet’s efforts to “operationalize this critical capability. In September, KCG’s team accomplished the following:

Participated as Commander Second Fleet (C2F) SMEs in MHQ with MOC Maritime Security Workshop in San Diego, CA. (12-14 September).  This workshop focused on MOC execution processes and their relationship to both Planning and Assessment phases of the decision cycle and will prove critical to further development and refinement of the MOC CONOP being developed by KCG for C2F.

Developed MOC process model to demonstrate both the different levels of focus (task, effects, campaign) within the MOC  as well as roles and responsibilities of the key centers and cells (18 September).

Completed identification of MOC core processes, process owners and significant inputs and outputs (19 September).

Developed basic decision cycle and battle rhythm linking core processes with MOC operating tempo (20 September)

This includes Operational Knowledge Management (KM), Subject Matter Expert (SME), and Software Engineering Support as required to support installation, assessment, and optimization of the Collaboration Information Environment (CIE) with associated Distributed Communications Network that enables Commander SECONDFLT (C2F) to fulfill their assigned Operational role as a Combined/Joint Task Force Commander in accordance with the CNO's Sea Basing Strategy (Sea Power 21) that directly supports Navy and Joint training of all east coast Naval Forces prior to their deployment to support Noble Eagle Operations, and the Global War on Terrorism.

bulletKlett Consulting Group Inc. supported an emergent requirement from Commander Second Fleet, to  re-draft, edit and finalize for Commander Fleet forces Command (CFFC) input the concept of operations (CONOP) defining capability, operational context, systems design requirements, and DOTMPLF requirements for the Navy’s Maritime Headquarters / Maritime Operating Center (MHQ/MOC) project. Klett personnel, in a span of  three weeks, developed the product for an on-time submission to CFFC. Follow on work is anticipated to be awarded for ongoing development of experimentation campaign, MOC CONOP development and other efforts supporting the acquisition of the critical warfighting capability.

bulletKlett Consulting Group wins a major 5 year (initial one year award with four option years)   Small Disabled Veteran's Owned Business Contract supporting the U. S. Army's 90th Reserve Readiness Command (RRC) contract in the southwest (Texas, Arkansas, Oklahoma) to manage and maintain oversight of facilities and equipment assigned to the 90th RRC. KCG-INC teamed with J. M. Waller Associates of Springfield, VA to win this award with a potential value of $14M while also providing diversification for KCG-INC.

bulletKlett Consulting Group named to General Dynamics-AIS team of contractors collaborating in development and fielding of the Navy's Open Architecture Track Manager (OATM) project. KCG-INC specifically is working with industry partners to develop supporting documentation to facilitate GD-AIS role as Systems Integrator/Design Agent (SI/DA) for the effort. In addition, KCG-INC is tasked with development, drafting and editing OATM system Concept of Operations (CONOP). Last, in effort to synergize OATM effort with the ongoing development of DoD Joint Track Manager (JTM) project., KCG-INC is providing key support and operational expertise to this effort.

May 2005 Klett Consulting Group, Inc.’s President and CEO, Mr. Mark Klett, was recognized as the “Tidewater Outstanding American Society for Naval Engineers (ASNE) Member for 2004-2005”. Mr. Klett was selected to receive this award due to his outstanding professional service to the Naval Engineering community in the areas of Open Architecture development, as well as, Department of Defense Architecture Framework (DoDAF) and System Integration which enables FORCEnet capabilities for both today’s and tomorrow’s naval forces.
April 2005 Klett Consulting Group, Inc. wins U. S. Navy sole-source contract in support of Second Fleet and assigned units to provide technical support, system integration, operational engineering expertise in the development of Command, Control, Communications, Computers, and Intelligence (C4I) architectures as well as a Knowledge Management Plan for Distributed Staff Experiment series including Joint Fleet Exercises and preparations for Trident Warrior 05 as well as associated Collaboration at Sea and the Knowledge framework. April 2005 Klett Consulting Group, Inc. teaming with Anteon Corporation in support of the Naval Warfare Development Command Newport, RI is completing work on a contract awarded September 2004 in which they have successfully and expertly provided direct experimentation planning, execution, and technical writing support as part of the NWDC Project and Analysis Team for Distributed Command and Control Continuum events, for both Information and Knowledge management development. Support included the development of the initial foundational document for Navy Information Management and Knowledge Management doctrine for the Joint Force Maritime Component Commander.
March 2005 Klett Consulting Group, Inc. teaming with General Dynamics, Northrop Grumman, SAIC, Lakota,    TMG, Steller Technologies, and DG Batchelor Consulting wins U. S. Navy contract in support of NAVSEA to develop the first Open Architecture Combat Systems product, a common Open Architecture Track Manager (OATM). The U. S. Navy awarded the Prime contract to General Dynamics Advanced Information Systems, a $27.8 million contract to provide system integration and design agent services for the Open Architecture Track Manager. The track manager is an improved component within combat systems that receives and translates information from air, surface and subsurface sensors to create an integrated picture of the locations and paths of aircraft, ships and submarines in the battle space. The contract runs through June 2009 and has a total potential value of $95 million if all options are exercised.

The OATM will potentially be installed on the DD(X), Littoral Combat Ship, CVN-21, Advanced Hawkeye and other Navy surface and air platforms. This contract provides for a phased integration of the track manager functionality. As part of this contract General Dynamics will monitor, assess and possibly integrate into the OATM related technology sponsored by the Joint Single Integrated Air Picture System Engineering Office and the Navy Program Executive Office for Integrated Warfare Systems, Command and Control (Networks/External Communications).

February 2005 Klett Consulting Group, Inc. along with their teaming partners Delta Technical Systems, Inc. and Daisy Data wins U. S. Navy contract to provide delivery of shipboard computer for CVN74. Klett Consulting Group, a service disabled veteran owned corporation, headquartered in Virginia Beach, VA, provides software, hardware, and architecture solutions to the Department of Defense.
January 2005 Klett Consulting Group, Inc. wins U.S. Navy sole-source contract to provide consulting services for the design of the next generation aircraft carrier under the CVN-21 Program. KCG Inc. will lead the development of the Information Warfare mission area requirements, support the communication information team, review existing designs and make recommendations as to enhancements in the networks and combat warfare system spaces onboard the new aircraft carrier.
January 2005 Klett Consulting Group, Inc. awarded U.S. Navy contract to develop, demonstrate and validate meteorological data collection methods and sensors, and to provide critical environmental data and products to the battlefield tactical commanders and their staffs. KCG Inc will utilize the Joint Forces Command’s Joint Operational Test Bed System (JOTBS) Unmanned Aerial Vehicle program as a platform to demonstrate the integration of network centric meteorological support capabilities to meet these requirements.
August 2004 KCG's president, Mark Klett, begins Technology Training Corporation national seminar series tour as the subject matter expert for DoD Enterprise Architecture - Integrating Service-Wide Architectures into the Global Information Grid (GIG).  Mr. Klett's seminar provides the complete framework for complying with the latest requirements for C2 Constellation, FORCEnet, Army Enterprise Architecture and the GIG. Attendees will learn the latest guidelines and standards for building these architectures, and how they will integrate with new industry technologies. Additionally, they  will understand the latest business models and future budgets.
April 2004 Klett Consulting Group commences  work for Pacific Missile Range Facility, Hawaii. KCG will provide consulting, analytical, coordination and strategic planning services to investigate opportunities to optimize and integrate the existing and projected PMRF capabilities in the Joint, Service, and Coalition Testing and Training requirements, as they are being developed within the DoD Transformation Critical Mass.
April 2004 Klett Consulting  awarded contract to support CDSA Dam Neck, Virginia in the network design and analysis of the  CVN-21 IWS . The KCG team will provide technical expertise and resources to review existing designs and make recommendations as to probable enhancements in the networks and combat/warfare systems on-board carriers.
March 2004 Klett Consulting Group chosen to provide analytical and systems engineering services in support of the Joint Management Office and the development and implementation of  Joint National Training Center architecture requirements. KCG investigates the technical architectural challenges of the Joint Distributed Engineering Plant (JDEP) and Test and Training Enabling Architecture (TENA) integration to support objectives of the JNTC program.
March 2004 Klett Consulting Group provides technical support, system integration, operational engineering expertise, and technical writing/editing expertise in the development of a Knowledge Management Plan and associated active Knowledge Website for JTFEX 04-2 and associated Collaboration at Sea / Knowledge Web frame work to be employed by the CFMCC and assigned unites.
February 2004 Klett Consulting Group, in cooperation with OPNAV N766 (Network System Integration Branch) and the Anteon Corporation, develops, edits and publishes the paper Open Architecture, The Critical Network Centric Warfare Enabler.   Paper deals with the specific requirements to integrate the Navy combat systems into the FORCEnet and Global Information Grid operational architectures. The first edition of  paper published within 6 weeks of initial tasking.
April 2003 Klett Consulting Group teams with  Red Sky Weather Service and ItriCorp to provided consulting and analytical services to investigate and identify operational surveillance and weapon system sensors (remote, autonomous, and semi-autonomous) that may contribute to the spatial and temporal METOC characterization of the joint battlespace. The team completes initial study on utilization of Unmanned Aerial Vehicle sensors to collect meteorological information for SPAWAR-PMW 150 August 2003.
