Consultant and Program Manager in the creation of the Joint
Experimentation Program at USACOM, Norfolk VA in 1998. Lead
developer, coordinator, and one of several co-authors of the
14 July 98 Joint Experimentation Implementation Plan and the
4 December 1998 Joint Experimentation FY99 Campaign Plan.

Manager and lead analyst for SAIC at Naval Doctrine Command
(NDC), Norfolk VA. Directed development of the US Navy’s
'FOCUS 2010' concept development projects that included all
aspects of Littoral Warfare. Supported the reorganization
effort to create the Maritime Battle Center and the
establishment of the Naval Warfare Development Command in
Newport RI.

positions with significant responsibility in Operational,
Training, Procurement, Career Management, Doctrine
Development and Technical Commands. Planned and directed six
large scale JOINT/COALITION Exercises, and over 20 smaller
scale full spectrum at sea Anti-Submarine Warfare
operational assessments. Participated in numerous Naval,
Joint, and Special Operations during sea tours on four
extended ship’s company tours. Developed artificial
intelligence template for the Sea Wolf attack submarine
combat systems suite.
