PROFESSIONAL EXPERIENCE

Over thirty three years of experience in all aspects of Program Management (from both industry and government perspectives), System Integration, Architecture Development, Rapid Technology Insertion, Operational Warfare, and Tactical Development.  Strengths in Business Process Reengineering, Experimentation, Joint Operations, Joint Doctrine & Concept Development, C4I Integration and Assessment, and full spectrum of coordinated Multi-Warfare Operations. Extensive hands on experience in the development and facilitation of Strategy and Concepts to enable the U.S. Military to attain future operational capabilities in Command and Control, Intelligence, and multiple military disciplines including Fleet/Military technology demonstrations, simulations and war games. Recognized innovative leader in on be half of small businesses and new technology integration.

Program Manager & Senior Consultant (30+ years)                                                

·        Lead development of Maritime Headquarters with Maritime Operations Center for OPNAV, CFFC and 2nd Flt (2006-08)

·        Lead development of first Navy Knowledge Management and Information Management Doctrine document (2005-06)

·        One of five companies developing the initial Open Architecture Combat System components – the Joint and Open Architecture Track Manager. Lead development of OA Track Manager System Capabilities CONOPS (2005-2007)

·        Lead consultant to OPNAV 766 Staff to develop Open Architecture implementation strategy – Co-authored ‘Open Architecture – The Critical Network Centric Warfare Enabler’ white paper.

·        National Speaker on DoD Enterprise Architecture and Open Architecture Implementation through National Defense Acquisition University (2004-08)

·        Enterprise Architecture Subject Matter Expert – selected by DoD to support development of the Business Enterprise Architecture. National speaker on DoD Enterprise Architecture.(2003-04)

·        Consultant to ASD C3I and DOT&E on Millennium Challenge 02 Interoperability Assessment and way ahead for systems integration to support Joint Training, Experimentation, and Interoperability initiatives.

·        Program Manger and lead consultant to USJFCOM on the Joint Distributed Engineering Plant (JDEP).  Key member on National DISA JDEP Core TEAM that established initial organizational and infrastructure priorities to support outcome base interoperability. Co-author of JDEP Capstone Document.

·        Key member of JFCOM J6 team that supported development of the Joint Integration and Interoperability Program, Global Information Grid, Information Dissemination Management, and Joint Theater Air Missile Defense Capstone Requirement Documents.

·        Senior Consultant and Program Manager in the creation of the Joint Experimentation Program at USACOM, Norfolk VA in 1998.  Lead developer, coordinator, and one of several co-authors of the 14 July 98 Joint Experimentation Implementation Plan and the 4 December 1998 Joint Experimentation FY99 Campaign Plan.

·        Program Manager and lead analyst for SAIC at Naval Doctrine Command (NDC), Norfolk VA.  Directed development of the US Navy’s 'FOCUS 2010' concept development projects that included all aspects of Littoral Warfare. Supported the reorganization effort to create the Maritime Battle Center and the establishment of the Naval Warfare Development Command in Newport RI.

Career Navy Surface Warfare Officer (20+ years)

·        Held positions with significant responsibility in Operational, Training, Procurement, Career Management, Doctrine Development and Technical Commands. Planned and directed six large scale JOINT/COALITION Exercises, and over 20 smaller scale full spectrum at sea Anti-Submarine Warfare operational assessments. Participated in numerous Naval, Joint, and Special Operations during sea tours on four extended ship’s company tours. Developed artificial intelligence template for the Sea Wolf attack submarine combat systems suite.
